Add Todo mode user manual.

* doc/misc/Makefile.in (INFO_TARGETS, DVI_TARGETS, PDF_TARGETS): Add todo-mode.
(todo-mode, $(buildinfodir)/todo-mode$(INFO_EXT)):
(todo-mode.dvi, todo-mode.pdf): New rules.

* doc/misc/todo-mode.texi: New file.

* info/dir: Add todo-mode.
